The Gitea runner repeatedly timed out cloning actions/checkout from
github.com (once hanging Set up job for over 10 minutes), so jobs failed
or blocked the single runner before any repository code ran.

- Checkout: plain git with the Gitea task token as Basic credentials,
  all branches and tags fetched (F5 provenance needs history), detached
  at github.sha, workspace cleaned.
- Node: scripts/ci-setup-node.sh downloads an exact version from
  npmmirror and verifies it against the mirror's SHASUMS256.txt; both
  governance jobs and the platform job use 22.23.2.
- platform-governance: upload-artifact replaced by printing the gate
  reports into the run log. This file now diverges from the
  @juhai/governance consumer template.

Verified locally: the checkout snippet against a file:// copy of this
repository (detached at the requested SHA, stale files removed); the
Node script in a linux/arm64 container with a test-only curl stand-in
(install, cache reuse, tampered archive rejected, unknown version
rejected).
