一条真冲突（原仓 ERK 镜像与 ERK 源仓同名，挂 N-11 裁决），未动。\n\n- workspace-repositories.mjs 新增 gitIgnoredPaths（非 git / 命令失败时返回空集，保守不排除）\n- 测试：真实工作区 L9 不再列出 .secrets/.local 副本；gitIgnoredPaths 单测\n- 顺带修两条既有红用例（源仓 resolver / loadCatalogSourceResolver）：夹具根目录取 realpath，\n  macOS tmpdir 的 /var → /private/var 不再与按物理路径返回的 resolver 对不上；本文件 59/59\n- ep-run-gates 参考 governance-layer-gates.md 的 L9 行补口径\n\n平台治理/基础 全套 419 例另有 5
