`manifests\\\\:review`（精确字面量），控制器文档注明约定与原因。\n- test/platform.colon-routes.http.test.ts 接入 ApplicationContractRegistryController：manifests:review\n  只到 reviewManifest（READY_FOR_REVIEW、不激活不写入），三个未登记后缀
