交集、\n 其间重新解析目标；身份、Owner 映射与授权版本改为整页前后各一次。页内撤权或过期整页失败，\n 授权版本变化本页全部不可见。单条授权 authorizeSemantics 不变。\n - 签名准入在每次决策内于开始、凭据发出前、PDP 响应后、返回前重验（原约 18 次）。\n\n三条路由、响应体、错误码、游标绑定与准入签名规则不变。合成宿主（Owner 文件端口 +
