R5 的判据，那 223 份当年一份都不会被报出来。\n\nR11 EVIDENCE_NOT_NAMED：消费者都在、却没有一份正文真提到这份报告即红。判据认全名，\n也认去掉 `.latest.json` 后仍有 ≥4 字的名字（中文报告名足够独特）；词干太短的不认，\n否则 `reports/b.json` 的词干 `b` 会把任何正文都判成引用（用例钉住这条）。\n读不到正文时整条不判，保持原判据，不在读不到时误报。\n\n先测量再动手：全量 35 份 evidence 全部合格，0 违规。零违规时收紧最合适——现在加的是\n一道防漂移的闸，将来才不会又攒出一堆\"有消费者、没人提\"的条目。\n\n登记门禁测试 19 → 24，治理层全量 394（388 过 / 6 跳 / 0
