/api/v1/registry/manifestsX、manifests:activate、\nmanifests:reviewX 都 200 并进 reviewManifest。该控制器目前只有这一条路由，所以还没有互吞；\n但以后加 `manifests:\u003c别的动词\u003e` 时，会被先注册的这条吞掉。\n\n- 路由改为 `manifests\\\\:review`（精确字面量），控制器文档注明约定与原因。\n- test/platform.colon-routes.http.test.ts 接入 ApplicationContractRegistryController：manifests:review\n 只到 reviewManifest（READY_FOR_REVIEW、不激活不写入），三个未登记后缀
