Codex\nalready discovers .agents/skills from the root repo, so the VFD 2.0\nskill, delivery flow, handoff format and checker are shared by both\nhosts. 10 fixtures pass (TOML parsed with tomllib) and three mutations\nof the generator each turn them red.
